Certification

The City of Dayton is committed to the inclusion of, and expansion of opportunities for, disadvantaged and local small businesses. The Procurement Enhancement Plan (PEP) requires the City to certify, identify inclusion opportunities, and establish procurement goals for Small Business Enterprises (SBEs), Minority Business Enterprises (MBEs), Women’s Business Enterprises (WBEs), and Dayton Local Small Businesses (DLSBs). The HRC leads the City’s efforts toward achieving PEP goals through its certification programs and contract compliance process. The HRC is also a certifying agency for the federal Disadvantaged Business Enterprise (DBE) program (49 CFR Part 26) and HUD Section 3 (24 CFR Part 135). Companies certified as PEP MBE or WBE are eligible for cross-certification in the State of Ohio’s Encouraging Diversity, Growth and Equity (EDGE) (Ohio Revised Code 123.152) program.

Certification Application

Procurement Enhancement Program (PEP)

The City establishes aspirational and annual diversity goals that are placed on construction and goods and services bids. Minority-owned, women-owned, and small disadvantaged businesses can certify with the City’s PEP program to assist the City with accomplishing the goals. When the City seeks diversity in the procurement process, PEP certified companies are contacted by the city or contractors interested in bidding. PEP Certification On-Site Visit

The PEP On-Site certification interview is the final step in the certification process. The on-site interview is conducted at the PEP applicant’s office. All owners (PEP applicants and partners) are required to attend the interview. The interview may also require the PEP applicant to travel to different locations depending on the applicant’s equipment location.

HUD Section 3

The purpose of HUD Section 3 is to ensure that employment and other economic opportunities generated by certain HUD financial assistance shall, to the greatest extent feasible, and consistent with existing Federal, State and local laws and regulations, be directed to low- and very low-income persons, particularly those who are recipients of government assistance for housing, and to business concerns which provide economic opportunities to low- and very low-income persons. HUD Section 3 certified businesses are owned by low- or very low-income individuals, employ low- to very low-income individuals or agree to sub-contract to other HUD Section 3 certified businesses. State of Ohio Disadvantaged Business Enterprise (DBE)

The overall goal of the DBE program is to ensure that firms owned and controlled by minorities, women, and other socially and economically disadvantaged persons have the opportunity to grow and become self-sufficient in order to create a level playing field on which they can compete fairly for contracts and subcontracts in the transportation industry. The DBE program is a federal program operating under the guidance of the United States Department of Transportation. Authorization for the program comes from 49 Code of Federal Regulations Part 26 (49 CFR 26). All recipients of federal transportation funds must comply with the requirements of 49 CFR 26. The HRC is a certifying agency for the State of Ohio Disadvantaged Business Enterprise program. Companies interested in becoming certified should download and complete the application packet. State of Ohio Encouraging Diversity, Growth, and Equity (EDGE)

The State of Ohio recognizes the need to encourage, nurture and support the growth of economically and socially underutilized businesses to foster their development. The EDGE Program provides an “EDGE” to small businesses by Encouraging Diversity Growth and Equity in public contracting.
